Proposal Manager/ Business Development Executive
Location - Baltimore, MD

Alcor Technical Solutions, LLC is seeking an experienced Proposal Manager for Federal bid and proposal efforts. This is a part-time position. The Proposal Manager will develop, write, and edit proposals in response to solicitation opportunities and work with individuals and teams to gather information required for responses. The Proposal Manager will play a key role in our business development and Federal contract procurements, and author compelling and professional proposals complete with win-themes, consistent voice, and tone, and fully compliant against government's RFP/RFI submission requirements. The candidate will be responsible for developing new content as well as revising and updating existing proposal/marketing materials.  This individual will work 100% remotely.


Responsibilities -
 
  • Review Requests for Proposal (RFP) and Request for Information (RFI) documents; map to ALCOR's experience and capabilities.
  • Formulate Proposal response by working closely with Subject Matter Experts (SME).
  • Gauge competition capabilities and differentiators.
  • Develop and incorporate win-themes and strategies.
  • Develop and adhere to proposal schedules.
  • Conduct “Pink”, “Red”, and “Gold” team reviews; incorporate review outcome into working document and re-write sections as needed.
  • Issue and review data calls with internal and subcontractors and check for completeness and accuracy.
  • Complete the response ensuring accuracy, consistency, and compliance against Federal requirements.
  • Maintain proposal and marketing materials in the corporate content library for future use.
  • Communicate effectively (both written and oral) with technical teams, teaming partners and clients as needed.
     
Required skills and qualifications -
  • 3 – 5 years’ experience in writing and coordinating proposal responses for Federal IT consulting companies.
  • Solid understanding of the federal acquisition process, FAR, RFI and RFP, source selection, evaluation criteria, compliance matrices, and standard terms and conditions.
  • Prior experience utilizing collaboration tools including Microsoft Teams.
  • Bachelor's degree.
  • Excellent interpersonal and communication skills with knowledge of relevant software.
  • Ability to pivot in a fast-paced environment.
